Horn Rapids Community Information

The Horn Rapids Master Planned Golf Course Community is considered a mixed-use community meaning multiple purposes, not just residential. The community is located on approx. 835 acres North West of downtown Richland.

The current community consists of over 1,332 residential units. Future plans include expansion likely to total around 2,000 residential units; Fire and Ambulance Station; multiple community parks; a community pool; abundant trails and an 18-hole privately owned and operated golf course open to the public.

The Horn Rapids Golf Course nestled within the Horn Rapids community, was designed by Keith Foster and Robert Soushek and opened in May of 1994. The course sits on 188 acres and has a maximum yardage of 6,990 yards that is sure to challenge golfers of all skill levels.

APPFOLIO

The Horn Rapids Community has been blessed with the guidance from a wonderful Manager and Staff and Board of Directors to be able to offer our member convenient access to all things regarding the Homeowners Association.

When you own a home in Horn Rapids, homeowners have access to a management program called Appfolio that will show them all their account information as well as communication directly from the HOA. This also includes important documents including Board Meetings, Voting Links, and various other PDF’s from CC&R’s to Architectural Control Committee information.

IRRIGATION WATER

Each year the City of Richland provides irrigation water to the greater Richland community, Horn Rapids included. The document link from the City of Richland has approximate shut off and start dates. We encourage homeowners to contact the City of Richland with further questions.

COMMUNITY DETAILS

Homeowners who take possession of your home (Living Unit) at closing automatically become a member of the Horn Rapids Master Homeowners Association (HRMHA). This also includes residents who are leasing their homes. This membership is not voluntary, it’s mandatory and comes with a set of responsibilities. First and foremost, each Homeowner has certain maintenance responsibilities that are imposed on them which ensure that their homes are kept in good condition and their lots attractively maintained. We like to call this “Pride in Ownership” and it is the foundation on which the CC&R’s, Rules and Regulations (R&R), Bylaws, ACC and Enforcement are built on. Most communities have a Home Owners Association but the difference with ours is the level of pride. This community takes great pride in showcasing our best in class community by taking the time and effort to make our homes beautiful, functional but most importantly aesthetically pleasing to our neighbors.

GOVERNING DOCUMENTS

We encourage every new homeowner or potential homeowner within to look over your responsibilities as outlined in the four (4) documents that govern our responsibilities as homeowners. All the documents are located in the menu link under Documents. The easiest way to put all of them together are:

  • CC&R’s are the underlying “Constitution” for the Horn Rapids community. All other documents are generated from the CC&R’s meaning they are daughter documents that help translate and define the intent of the language described in the CC&R’s. Definitions can be found in the CC&R’s. During the “Development Period” the Declarant is the only one who can make changes to the CC&R’s.
  • The Rules and Regulations govern the conduct and activities of all members, lessees, residents and guests of HRMHA community. These R&R’s are issued by the Board of Directors and are supplemental to the CC&R’s. If conflicts arise, the CC&R’s shall prevail.
  • The Bylaws basically describe the purpose and scope of the HRMH Association. This document provides general information related to Roles, Responsibilities, Authority and Accountability of the Association. Information related to Meetings, Voting, Board of Directors, and Officers can be found here. 
  • The ACC is the governing body that reviews any and all changes made to the exterior of your home. This includes any alterations that are visible from adjacent neighbors, street or golf course if applicable. The HRMHA Architectural Controls Guidelines, Criteria and Procedures is a good source of information that may prevent a costly mistake.
